The Local Government Act, 2002, brought major changes in the way that Local Bodies operate and the way they interact with the communities they represent. Great emphasis is put on requirements for Councils to be guided by the aspirations and needs of the local community and to ensure that they truly understand what those aspirations and needs really are.  One piece of this picture is the generation of this Long Term Council Community Plan, (LTCCP)

Architect Noel Welford has drawn a concept plan incorparating sports, recreation, and community needs.  The concept incorporates covered lap pool and spa, sports stadium, gymnasium, community lounge and kitchen, cafe, and library.

Welcome to TDC's first real Long Term Council Community Plan. We completed an interim document in 2004, but since then we have done a lot of work to improve it. This includes developing more detailed plans to manage key Council assets, identifying Community Outcomes through the Talking Tomorrow project and thinking through how the district can pay for all this work in the future. We still have a way to go to make it perfect, but this document sets out where we are now and what we are planning for the future.

Caroline Bay is one of the most valued and highly used open spaces in Timaru. The Timaru District Council has adopted a Management Plan for the Bay in principle; subject to the outcomes of a Development Plan process.

TheLocal Government Act 2002 requires all local authorities to have a Community Plan which sets out the Council's long-term goals, work programmes and services for the next ten years out.  These goals must aim to promote community well-being as defined by the "community outcomes" that local people desire.

The Local Government Act 2002 changed councils' role. Previously councils had concentrated on providing physical infrastructure, such as roads, rubbish dumps and water supplies. Now, councils must promote community well-being - social, cultural, economic and environmental. To do this, the council must prepare a community plan that identifies measurable outcomes in each of these broad areas and also enables greater community influence on decision-making.

Gisborne District Council - Community Outcomes and Long Term Plan

Outcomes describe the community's vision for its future, what the community sees as important for its wellbeing.  Council must provide a Community Plan (sometimes called the Long-Term Council and Community Plan) every three years.  Without the relevant policies in the Community Plan, Council cannot collect or spend rates.
