In 1995 the Wanganui District Council began engaging the local community in the identification of long-term goals. This process was recognised by the Local Government Act in 2002 with the statutory requirement that all local authorities must ascertain, and subsequently report on progress towards, the Community Outcomes most relevant to their individual communities.
