The Local Government Act, 2002, brought major changes in the way that Local Bodies operate and the way they interact with the communities they represent. Great emphasis is put on requirements for Councils to be guided by the aspirations and needs of the local community and to ensure that they truly understand what those aspirations and needs really are.  One piece of this picture is the generation of this Long Term Council Community Plan, (LTCCP)

Architect Noel Welford has drawn a concept plan incorparating sports, recreation, and community needs.  The concept incorporates covered lap pool and spa, sports stadium, gymnasium, community lounge and kitchen, cafe, and library.

Waimate District Council provide these reserves for recreational and leisure purposes for Waimate community and visitors to the district. Community pride and public expectation is that council continues to provide these reserves.

Councils Promotions Department provides support for tourism within the Waimate District, promotes Waimate outside the District, and assists with festivals and events in the District e.g. Strawberry Fare, Busking Festival, Christmas Lights Promotion.

Under the Local Government Act 2002 (LGA) the community outcomes are required to be reviewed every six years. Key stakeholder organisations in the District were involved in August 2007 in workshops (both a general one and a Maori specific one) to review the current community outcomes.

The jewel in the crown of Waipa District, Lake Karapiro is an international class water sports venue, offering 7.7 square kilometres of flat water for canoeists, water-skiers, yachties & boaties and of course, rowers.

The 10-year Plan  2006-16 is Council's main planning document. It details the activities Council intends to carry out over the next ten years, how much these activities will cost, and how they will be funded.

The Waipa Heritage Council, an informal committee of Waipa District Council, has been set up to help ensure the conservation and maintenance of our heritage in this area.

"The purpose of the Maori Liaison Office is to provide advice to and, liaison with Council and its Committees, Council staff and the community in respect to their relationship with, and impact on Tangata whenua."

The Council has now adopted its Long-Term Council Community Plan (LTCCP) 2006-2016. Council has been consulting with the Wairoa Community to identify what they would like the district to look like in the future.

The strategy has an overarching aim to improve opportunities for older people to participate in the community in the ways that they choose.

The strategy vision is:

"For Wairoa to be a safe, healthy and enjoyable place to walk and cycle, giving a form of transport to compliment both commuting and outdoor lifestyles."

Waitakere has always had the reputation as an artist's hideaway, many finding inspiration in the Waitakere Ranges and the wild coastline. Today, the Bohemian image has been replaced by that of a strong and vibrant arts population, spread throughout the whole city. 

The Community Wellbeing Fund provides small sums of money (up to $3000) to assist groups to carry out their activities in ways that best meet community needs.

Waitakere City Council administers the Creative Communities Scheme, which is funded by Creative New Zealand. Creative New Zealand is a central government agency and is New Zealand's main organisation for funding of the arts.

The purpose of the Heritage Fund is to assist local museums, owners of heritage buildings, archaeological sites, heritage trees and marae to care for the City's heritage.
